Grant awards are paused. USDA halted new grant awards in March while it rewrites the program's regulations, a separate administrative process that has nothing to do with the Farm Bill's progress. That rulemaking reached the White House for final review in June, which is typically the last step before a rule takes effect, so a reopening looks likely. There's no confirmed date yet.

If your energy project depends on a REAP guaranteed loan, there's no reason to wait. The application process takes time to prepare regardless of when a loan closes, and the current lower cap doesn't disappear just because a higher one may be coming.
